An elemental particle "decides" which way to spin. A cosmic ray decides when to decay.
As another example, cosmic rays have a wavelength of lessthan a millionth of a millionth of an inch, while some radio waves have wave lengths of over a mile!
Radio waves exist in nature, from sound and light to cosmic rays in space.
